[topicmapmail] LTM 1.3 proposal posted

I've now written up a proposal for LTM 1.3 in a document which
describes only what will be new in LTM 1.3. The idea is to allow those
who are interested to provide feedback before the specification
becomes official and people start implementing it. (Now that we are up
to three implementations that begins to matter.)
