[topicmapmail] Support for the topic naming constraint in TM software

Topic Map Loom supports the Topic
Naming Constraint and more:
- it enables merging by names in scopes.
- it has the option of merging by names
regardless of scopes (this requirement has
been found useful in some applications, because
scope was not used in order to differentiate
name spaces).
- it has the option of discarding the
Topic Naming constraint and keep the
topics separate even if they have the
same name.
