[topicmapmail] Modelling topic map templates

Hello,

I have a question to common design guidelines. Here is the problem:

I have a topic map template which should include topic types. And then I 
design the underlying topic map with instances of these topic types. The 
question is where to draw the line between topic map template and instance 
topic map. Is it really useful to include all topic types in the template 
(which maybe result in a very big template and causes very high 
expenditure). Or should I include maybe only very important topic types 
that are referred by many topic instances? Are there any rules or 
suggestions how to make this difference?? Or do you know any documents 
which deal with this problem?
