[topicmapmail] PSIs for years ?

Does anyone know an authority/registry/etc..
that I could point at in order to establish
subject identity for year-topics ?

Example:

Suppose I need a topic for the year 1968, I might do this:

<topic id="zorp">
  <baseName>
    <baseNameString>The year 1968</baseNameString>
  </baseName>
</topic>

But I'd rather like to use some subject identity point
too,...
<topic id="zorp">
  <subjectIdentity>
    <subjectIndicatorRef xlink:href="www.greenwich.org/years/1986" />
  </subjectIdentity>
  <baseName>
    <baseNameString>1968</baseNameString>
  </baseName>
</topic>

because that would make it really safe.
So, the question is, is there some URI to put
instead of the fictive www.greenwich.org/years/1986 ?
