It's not new, I think. We have discussed this subject since a long time,
but maybe not recently. I remember a discussion within the ISO group about 2
years
ago about the difference between tm templates and tm profiles, the
latter being the list of the tm standard's features that a given software
implements.

Any topic map can be considered a topic map template if you provide
them to other people who start to build on top of it. Yours can certainly be
advertized as topic map templates, if you intend to spread them and have
them be used in various contexts by many people.
