Another factor here IMO is that the <include> and <ref> in Schema
pretty much deprecate the XLink work - and this is just that 
they took way way way too long to get XLink out there.

I would serious question once Schema enabled parsers are
out there in quantity that you'll be able to justify expenditure
on an XLink capable product - even though XLink offers some
extras.
