[topicmapmail] added themes

hello list,

i am now refining the relational database based topic map engine i designed 
for our project.

my question:

i interpreted the <addthems> attribute of the <topicmap> element as the 
follows:

throughout a map (than may consist of several topic map documents) some
topics of a particular topic map document can be specified to act as themes
throughout this topic map document with the effect, that they can be specified
once and inherited to all topic characteristics of this topic map document.

or in other words: a topic can be an added theme only for topic characteristics
contained in the same topic map document as the topic itself?

am i right?
